Chief O'Brien is Chief O'Brien. He is Mr. Fix it of DS9 much like that of James Doohan's "Scotty" on the classic "Star Trek". Chief O'Brien is there when you have a malfunctioning replicator, or if the airlock doors won't open. But some of these repairs could have a disastrous effect "Babel". Chief O'Brien is probably one of the characters that hasn't gone through many changes, after he was established in the "Next Generation" series. He does have a continuing relationship with his wife Keiko and daughter Molly, plus the naive yet arrogant doctor, Julian Bashir.
